Resin always binds the internal cluster port early, regardless of <bind-ports-after-start>. This causes mod_caucho to directing traffic too early.

(0006606) ferg 03-30-15 17:03	This can't be changed in 4.1. Resin's internal port needs to be opened before startup because it's used for clustering, which needs to be initialized before Resin starts.
