Summary 0000465: c:forEach works incorrectly unless <jsp/> is present
Description RSN-514
This seems to be similar to RSN-492. The following JSP code:

  <%@ taglib prefix="c" uri="http://java.sun.com/jsp/jstl/core" [^] %>
  <%
  java.util.List list = new java.util.ArrayList();
  list.add("a");
  list.add("b");
  list.add("c");
  pageContext.setAttribute("list", list);
  %>

  <c:forEach items="${list}" var="element">
    <c:out value="${element}"/>

  </c:forEach>

Erroneously produces:

  ${list}

Unless the <jsp/> directive is included in web.xml:

  <web-app>
    <jsp/>
  </web-app>

In which case it produces:

  a
  b
  c
