0003174: Can't start Resin in background

Description

If I run bin/resin.sh start, I get:

Resin/3.2.s081213 can't start -server '' for watchdog at 127.0.0.1:6600.
java.lang.IllegalArgumentException: interface com.caucho.boot.WatchdogAPI is not visible from class loader

If I run bin/resin.sh (with no argument), it starts up fine in the foreground.
