0001781: Watchdog with different resin.conf

On a separate note: We're currently running with two separate startup
scripts pointing at two separate XML config files, each with a different
cluster and server id. Unfortunately, there's only 1 watchdog and when
you shut down the first cluster, it won't kill the second one
afterwards. In addition, you have to start one of the clusters first
before the other will even start. Is there a preferred way to do this
without having everything in one XML file?
