0001447: EJB3 Spec

Description

The EJB3 specifications do not require a public default constructor but a public or protected default constructor.
It is somewhat anoying to have a public constructor if users are not allowed to create instances without giving parameters.

Amber should relax the requirements and keep closer to the specs.
