0001410: incorrect log for session LRU while in use

Description

If a web application is used, and then left for a time, the log shows messages like:

session abc8ADks89vxed0-Cfq5q LRU while in use. Consider increasing session-count.

Which is inaccurate; it is likely that the sessions are timing out, and certainly not the case that there are many sessions.
