0001128: resinssl.dll

Description

When I start resin up with ssl enabled I get a: com.caucho.config.ConfigException: SSL JNI was not properly initialized.
Make sure the resinssl library is properly created and the SSL libraries
are installed.

The work around has been to use the resinssl.dll from the 3.0.19 snap version. I am asetup per the documentation and this issue has been around since 3.0.18.
