0006021: JSTL Custom tag upper to lowercase

Description

[Symptoms]
-. When print received parameter names use JSTL c:out all characters be changed lowercase.
-. For example, sender.jsp sent <input type="text" name="KEY_ONE" value="VALUE_ONE" /> and receiver.jsp print input name use JSTL c:out.
-. We can see changed parameter name "KEY_ONE" to "key_one" in the view source in receiver.jsp.

[Environment]
-. This issue is occurred in all about resin ver(3.x and 4.x)
-. No matter OS version and JDK version.
