0005644: cache reaper may overload the system

Description

For very large cache sizes, a single run of the reaper may take many minutes. It's very disk I/O intensive and will freeze the entire cache system until it is done.

Scenario:
---------
1. cache is empty
2. application initializes the cache with values from the database
3. because the cache becomes big very quickly, a very large subset of the cache will time out at around the same time
