0004269: isUnicodeSemantics always return false

Description

In quercusservlet,line 499:
if (isUnicodeSemantics())
_impl.getQuercus().setUnicodeSemantics(true);

isUnicodeSemantics() returns false if i have the unicode.semantics=true setting in
the php.ini, so other unicode settings such as unicode.http_input_encoding,
unicode.output_encoding,unicode.runtime_encoding have no effect,eg unicode.runtime_encoding always returns iso8859-1.

If i delete line 499,then everything is ok.
