Summary

0004174: WARs not expanding + no Resin restart after resin.xml modified

Description

We use host-deploy and web-app-deploy.

In 4.0.6 - when we placed new WARs on the filesystem, WebApps stopped, expanded new WARs, and restarted the WebApp.

Not so in 4.0.9. They are only expanded first time the WebApp recives a request.

Also noticed that touching resin.xml does not trigger a restart. Seems like Resin is ignoring changes to the filesystem.
