0003406: 'simplexml' extension is not loaded?

Description

This extension seems not be be loaded.
extension_loaded() doesn't seem to return true on it when used in ProjectPier:
http://projectpier.org/ [^]
http://sourceforge.net/projects/projectpier [^]

This is required in
"projectpier\public\install\installation\steps\ChecksStep.class.php"
for the installation steps of this PHP application with Quercus.

I also included a simple test case (see attachment test1.php).
To me it returns "not loaded".

If I try with 'gd' or 'mysql' they will return of course that are loaded.
I think this issue is "major" since existing functionality (it is fully implemented) is returned as non-existing.
