0003119: fsockopen doesn't support UDP

Description

$errno = null;
$errstr = null;
$fd = fsockopen('udp://localhost', [^] 12345, $errno, $errstr);
if ($fd) print "success\n";
else print $errstr;

On regular PHP this prints "success" (and the socket can be used to send and receive UDP datagrams). On Quercus this prints "java.net.ConnectException: Connection refused".
