0002752: setlocale not working properly

Description

I'm running into an issue when using the php function setlocale as in

$isImplemented = setlocale(LC_ALL, "en_GB.UTF-8");

The setlocale returns false meaning the locale is not implemented.

This happens only when running the php application in Resin/Quercus.

It does not happen when running it directly in PHP.
