I have some applications that I would like to be able to restart
through the webgui |

Until implemented in /resin-admin, jconsole can be used to do that. Look for an mbean of type WebApp with
a name that corresponds to the webapp you are looking for. It has an
operation available "restart()", using jconsole to trigger that
operation will restart the application.
