0000704: timing issues on JSP parsing

In resin-pro-3.0.16, we are getting a JspParseException while the server is starting and for the first few requests to the server. After that, the exceptions stop. We've seen it several times since we upgraded from 3.0.11, it only appears to happen in a production environment where there are multiple requests being made concurrently upon startup.
