0006310: unable to load property files defined in jvm_classpath

Our application is using a property file to store an environment specific information. In Resin 3.1 we set a jvm classpath in resinf.conf as below and it is working fine.
<jvm-classpath>/apps/saw/conf/</jvm-classpath>

In Resin 4.0. we put a similar setting in resin.properties file
jvm_classpath : /apps/saw/conf/

However, our property file is not being loaded.
