Description

Configuring both a

<web-app id="/ROOT" document-directory="webapps/ROOT”/>

&

<web-app id="/" document-directory="webapps/foo" />

can result in a double start of application at the same directory:

(0006802) ferg 10-26-17 16:09	/ROOT is a reserved web-app, which is used as the name for the root "/" web app. Internally, the "/" web app is named, "/ROOT". So, it's not possible to create a pair of web-apps as in the bug report, because "/" and "/ROOT" can't be distinguished internally.
