0004531: Impossible to set the root / webapp to a dir different than ROOT

Description

This is the default resin.xml:
<web-app id="/" root-directory="webapps/ROOT"/>
I want to change it to point to another dir. For example:
<web-app id="/" root-directory="/sites/root"/>
But resin keeps pointing yo its ROOT.
I tried using ${resin.root}, ${resin.home}, absolute path.
I tried a directory within resin's webapps, within resin, outside resin etc.

In other words, it doesn't work.
In 4.0.15 it definitely works.
