0004380: thread-max, thread-idle-min, thread-idle-max not being set correctly

Description

It's impossible to set the following:

<thread-max>10</thread-max>
<thread-idle-min>0</thread-idle-min>
<thread-idle-max>0</thread-idle-max>

because Resin refuses to start with the following bogus message:
lt;thread-max> (10) must be less than <thread-idle-max> (15)

<thread-max>128</thread-max>
<thread-idle-min>0</thread-idle-min>
<thread-idle-max>0</thread-idle-max>
gives:
lt;thread-idle-max> (0) must be greater than <thread-idle-min> (10)

<thread-max>128</thread-max>
<thread-idle-min>2</thread-idle-min>
<thread-idle-max>5</thread-idle-max>
gives:
lt;thread-idle-max> (5) must be greater than <thread-idle-min> (10)

Resin will only start successfully when the min/max are set large enough:
<thread-max>128</thread-max>
<thread-idle-min>15</thread-idle-min>
<thread-idle-max>20</thread-idle-max>
