Ah, I tried running with -verbose and the error message was more helpful.
INFO: com.caucho.config.ConfigException: <user-name> requires compiled JNI started with 'start'. Resin cannot use <user-name> when started as a foreground process.
I wasn't passing the "start" param which was why it was throwing the error.
