0002311: Review CronResource, e.g. with blockingQueue

Description

Review CronResource in light of new IoC capabilities and Spring compatibility.

Provide mechanism for a task to be added to a BlockingQueue instead of being executed directly, in a clustered environment that would allow the task to be executed on only one server.
