0002056: Servlet Exception in create_function

Description

This is a follow-up bug report based on issue 1930. The following error
is generated by resin, while no error is generated in apache+php.

500 Servlet Exception

string::1: expected ',' at string();) in
string::0: foo(""");

The PHP code to generate this error is:

$func = create_function('', 'foo("\"")' . ';');
