0000189: problem with <rewrite-dispatch>

Description

RSN-189
I want to use <rewrite-dispatch> for forwarding requests.
( http://www.caucho.com/resin-3.0/features/resin-3.0.13.xtp#forward-target-in-rewrite [^] )

But when I added the folowing to web.xml, got error.

<forward regexp='^/foo' target='/bar'/>
</rewrite-dispatch>

The error is :
