0001823: createXMLStreamReader throws NullPointerException on charsetName

Description

trying to use caucho's createXMLStreamReader with cxf (http://incubator.apache.org/cxf/) [^] results in a npe on charsetName (see additional information).

changing to another implementation

    <system-property javax.xml.stream.XMLInputFactory="com.ctc.wstx.stax.WstxInputFactory" />
    <system-property javax.xml.stream.XMLOutputFactory="com.ctc.wstx.stax.WstxOutputFactory" />
    <system-property javax.xml.stream.XMLEventFactory="com.ctc.wstx.stax.WstxEventFactory" />

solves it.
