0001334: Proxy cache not working at all

Description

Resin professional 3.0.21 with a valid license. Resin says in the log that this is really a registred version for us and is professional.

Proxy cache is not working at all: resin-status doesn't show proxy cache hit ratio and cache log is not seeing anything to be cached.

With the same configuration (just default resin.conf. + cache loggind added) Resin 3.0.19 works fine and caches. Also resin-status has cache hit ratio.
