I just took a fresh look at this and figured it out. Resin doesn't run on any
of my XP systems if it's under "Program Files". Once I moved the Resin
directory out to C:\ and updated RESIN_HOME, everything worked AOK. Any
thoughts on why this is?

I have the same problem. But even moving Resin to a path with no spaces, and locating the server configuration also on a a path with no spaces, setting -Dresin.home and the environment variable RESIN_HOME does not work.

There is always an error on resin:import.

This is preventing me from running Resin under XP. I am starting the Java class directly, should this matter.
